residential lots.. criteria for quick sell

Im new to the forum and new to the group. After looking at some videos and taking some notes. What are some criteria for picking a land lot?

lets take this land lot:
.86 arces
Sewer information:
Municipal Sewer Near
Water information:
Municipal Water Near By
asking price is 42,000

Would this a good deal to purchase?

if purchased, what are some ways to sale it to someone that would like to build a house? i have read chapter 25 in the book. But would like to know some methods to buy the deal and sell it.
